The picture is not really clear enough, so here is my best educated guess. Its appears to have the right length and also appears to have equally designed ends. If it was gold plated my guess would a mans collar bar. That piece of jewelry a man wore to hold the shirt collar together for a tie or other neck ornament. If you have a chance, stop over at the store and let me check it out for you. I cannot guarrantee anything except my opinion.

That was my first thought. A shirt lapel tack that goes under a tie.
